Land Value Capture Baseline Assessment

The Red Line is a 22.5-mile rapid transit line serving the Greater Boston area in Massachusetts. It starts from North Cambridge (Alewife) and runs roughly northwest-to-southeast across Cambridge, Somerville, Boston, Quincy, and ends at Braintree and Ashmont. It is owned and operated by the Massachusetts Bay Transportation Authority (MBTA). MBTA was interested in the potential to establish a land value capture mechanism to facilitate development around the stations of the Red Line corridor.

The first phase of establishing a land value capture mechanism is to assess the existing and future development potential within the Station Area, in this case, land areas that are within 0.5 mile of Red Line stations. The next phase is to analyze the property ownership concentration levels of the Station Area properties.
